Marriage License Solution

Now that the circus atmosphere from both sides has subsided, a solution comes to mind:

Solution

1. Limit  state to matters of contract law.
2. Remove issuance of license from county clerk's office.
3. Limit certificate of marriage only to churches and civil institutions performing  marriages.
4. Remove same gender requirement,
5. Require authority performing union ceremony to notify vital statistics.  Leave moral judgements to our Creator.

Seems simple enough.
